It had a Happy Feet feel to it because of the disapproved dancing. Okay storyline and was decent for kids. Not watchable for adults. Better than the first? Maybe, but it's a cartoon for kids now. The first one was for all viewers.
So, it's debatable. Penguins are funny though.
