Very interesting take on time travel. Time Travel is discovered and quickly outlawed in the not too distant future. Therefore, the only people using it are the gangsters of the future. They sent one of their own to the past to hire loopers - assassins who kill people sent back from the future for bars of silver.
The looper is given a destination and a time, the person to be murdered (who is bound and has a bag over his head) pops up and is immediately shot. Money is collected and the wait begins for the next target.
A new leader in the future begins to close all loops (a loop is closed when the assassin kills his future self who was sent back). This is the story of one such loop that didn't close traditionally.
