If you take this as light comedy with occasional trenchant satire to give it some depth, it's a lot of fun. If you take it too seriously and try to give it "deep meaning," it's too shallow to support that much weight.
No matter; it needn't be this year's Grand Social Indictment - do you actually KNOW anyone who's deeply involved in little-girl beauty pageants? I don't - and on its own terms it never flags and seldom sashays into cliche.
As might be expected, Alan Arkin runs away with the honors, but Abigail Breslin comes awfully close, and there is no weak link anywhere in the ensemble.
