Very basic by todays standards. I Noticed some elements that were obvious inspirations for future gangster flicks, and it wasn't boring to say the least. The performances were okay, albeit over-dramatic at times.
A lot of the movie consists of tough talk between the organized criminals, with a surprisingly small amount of violence. The titular "Caeser" is a caricature with almost no character development, if I'm to be honest.
In the end it's not bad, and it's an admirable pioneer for its genre, but ultimately it's nothing special.
