Licence to Kill? more like Licence to be the most badass Bond ever. (don't confuse that statement with the best bond film ever, which it's high in the running for, but isn't).
Bond doesn't give a fuck what anyone says. He will fuck up cuban gangsters like no one's ever seen all because they FUCKED WITH HIS BEST FRIEND! He doesn't listen to M, Q, F, U, C and K. He fucks broads when he wants and drinks what he wants, as long as it gets him closer to kicking more asses. I mean, he parachutes into a wedding... who gets more fucking awesome? No one.
Anyways... The movie is well paced, acted, directed, written, color painted... the works. It isn't your typical "Bad guy threatens world, Bond kills him" plot. And for that I give it tons of praise. If there was any doubt to Dalton's ability as Bond he proves it in this film... then the producers ran into problems and he was let go... shame really. But at least this movie was his last and most memorable... of two.
