One of the legends of my childhood, 'Licence to Kill' is the best of all Bond movies except 'From Russia with Love' pretty much for the same reason - it excludes ridiculous madmen and their plans of destroying the world for good and credible criminal plot.
.. A good action movie always should have explosive and adventurous plot and Licence has it all - we have exotic locations, diving in the caribbean, truck chasing, mayan temples, narcotic cartels and glamour of the 'big world' (the floating millions).
The plot was quite up-to-date in 1989, since this was year of full tensions deriving from the american campaign against colombian drug cartels.
