Butler plans to take advantage of loopholes in the law, after loosing his family and realizing that justice has been manipulated to his detriment. So far so good. While doing so, we initially feel sympathy for him, but very quickly realize that he is a lunatic who is never satisfied no matter how many people die.

There is a motive, but it cannot justify so much unnecessary violence.
