It takes three standard "Cop Characters" (The loose cannon, the publicity hound, and the by the books good cop) and lets them loose in a complex neo-noir in order the flesh them out. Making the motivation for a lot of Pearce's righteous actions political gain, Spacey's guilt, or the disturbing history that leads to Crowe's violent tenancies defines what would normally be cliches as realistic personalities.

Curtis Hanson give the film an almost upbeat fast paced style that doesn't compromise, but makes palatable the darker portions of the story. Its one of the standards for modern Noir.
