Well, I think Ebert critqued this film the best: it's Looney Tunes meets the Matrix (at least I think that's what he said...). It is very comical, and this is probably the only foreign film I would recommend watching with an english overdub, as it actually enhances the comedy.
The message is kind of "on the nose" and obvious, in that characters actually say what it is. But I'll leave it to you to find out what it is.
