Kung Fu Hustle didn't always make sense, but that never really mattered. It's fighting choreography is what the core of the film is, and it's damn hilarious because of how wild and cheesy it is, especially the visuals.
Its purpose is to just go over the top enough to blow your mind and entertain you with its excessive corniness, and it definitely succeeds. I doubt there are many (or possibly any) other films like Kung Fu Hustle out there, and that's what makes it inventive.
