A great star ensemble, gritty ambience and an uninhibited take on the source material still nevertheless don't quite make it to the finish line, where one finds the lackluster pay-off unsurprising for a '90s thriller.
But it's fast-paced and has all the tropes of the gritty New York crime flicks we love.
