It's so contradictory to itself. It has action but it also has spoof of itself. Like the first, it takes a serious issue, this time drugs and makes it the focus of bizarre scheming. Elton John is an inspired casting choice.
A great cast is mostly wasted in non-challenging roles, like Moore and Bridges.
