This is one of the ultimate "so bad it's good" movies. Everything about it is completely ridiculous; the characters, the plot, the scenes, virtually everything. It tries to combine slapstick and martial arts, but it looks more like a Tex Avery cartoon brought to life in one of the worst ways imaginable.
There isn't much point discussing this film; it's stupid and non-sensical, but it's fast-paced and absolutely hilarious. I'd compare it to "Killer Klowns From Outer Space" or "Troll 2.
