Personally, I don't know why both critics and audiences hated this on Rotten Tomatoes. I think it's a pretty good film, and it looked like Will Ferrell would make a perfect lead in a family friendly comedy that would appeal to a family audience.
Ferrell's craziness also will appeal well. The first time I saw this movie I had a big smile on my face when Ferrell was on screen with his big antics. I'd recommend it.
