I could only get through part of it. Renee is a fine actress but this portrayal doesn't work. Renee pops off the screen, there is no judy. Do you recall Cate Blanchett as Katherine Hepburn in Aviator, if that was OK for you, you won't be bothered but it is that bad for me.
If you are after the history because your grandmother loved Judy Garland than this will be fine. But if you know Judy Garland's voice and inflections then this will be fingernails on a chalkboard.
