Stallone gets to bellow "I AM THE LOW!" repeatedly, utterly missing the point of the 2000AD comic book character, basically making this a rather soulless post-apocalyptic apocalypse prevention adventure. With utterly unneeded comic relief.
Verging on being so bad it's good.
