This movie was made for children but has one-liners only men can appreciate. the whole implementation of "judges" is only a coy trick to use that word in its plethora of awful puns. it's also another movie where a character's usage is misdirected to some journey that is anti-their job.
meaning, instead of spending the movie judging people and telling them "court is adjourned" after blowing their heads off, he runs around as his own fugitive. the irony doesn't work and a mystery, noir, or just straight up action movie might have saved such a terrible movie.
on the bad scale, it's watchable for its one-liners, and it does have its 5-year old intelligence to keep its running time zoom rather quickly.
