Comic book movie from before comic book movies were Hot property, with Stallone as the titular Judge Dredd of the title (even if he spends most of the movie with his face on show, unlike in the comics!).
Shown recently on channel 5; I watched this to see was it as bad as I remember. The answer, unfortunately, is yes!
