Josie and the Pussycats is... harmless, I guess would be the right word. One of those films that doesn't really have any obviously bad trait but doesn't have any obviously good traits either. It's funny, predictable, charming in its own silly way and very watchable if you're just looking to enjoy something light with your friends on a Saturday night.
It's definitely not a film I would ever watch by myself but at the same time, also a film I would definitely see again with other people. It's funny but silly enough that the comedy itself isn't of the degenerative variety.
If you don't expect too much from it, you'll be fine.
