The movie isn't all that bad. Yes, the acting is pretty bad (Keanu) but the premise and some of the story-line is good. It has a (mild) cyber-punk feel to it and some of the effects are well done (loved the laser-whip on the Yakuza's thumb).
Some characters like the street preacher are memorable just because they are so badass. All in all the story, premise and setting are good, not great. The movie is let down in the acting and believability severely.
Its no BladeRunner but by no means is it a terrible movie.
