Well, lets be honest here, its a poor mans look at the concepts of cyberpunk... if your really interested in the genre, you should be watching blade runner... but, its significantly lighter fare than blade runner, and it does have a cyborg dolphin (which turns out to be much more interesting than Keanu Reeves before acting lessons.
).
