I'm surprised to say it's one of the worst movies I've ever seen. It's so cheaply made, even for a movie where you're constantly in a slum. Every scene is a great example of how NOT to direct a scene.
In 1995 alone, other sci-fi that came out: Strange Days, 12 Monkeys, Virtuosity, Ghost In The Shell, The City of Lost Children -- masterpieces of the genre.
Other great ones: Congo, Species, Screamers, Judge Dredd, Fist of the North Star.
Even Waterworld kicks Johnny Mnemonic's ass, bigtime.
