Lot of body humor, Rowan Atkinson continues to be one of the few funny and cringey actors still killing it. It'd be hard to say which one is the best Johnny English, but all of them are extremely good.
The plot may be a little predictable, but you don't watch these movies for a strong plot. You watch it to get a good laugh.
