Oliver Stone never does anything by halves and his look at the Kennedy assassination is a bold and intelligent piece of filmmaking. However, it's also extremely long and incessantly talky, becoming difficult to follow at times.
As D.A. Jim Garrison, Kevin Costner lacks the vital charisma to carry a film of this sort, although the supporting cast is very impressive. Look out for in particular Joe Pesci, Kevin Bacon and Donald Sutherland.
