Bourne follows the same formula that the other Bourne movies does, so there's consistency. I'd say, action wise, it may be the most interesting one yet. Plot wise, it's kind lazy. I don't think Bourne really has any motivation to do anything anymore, and the fact that they're still hunting him down when he's not doing anything bad isn't that believable either.
Then there's details like "hacking a computer through an unattended cellphone in the room" that you don't know if appreciate or not because they're so ridiculous it kind of adds to the movie as it is something funny and worth remembering.
