Jack-Jack Attack is nothing more than a deleted scene from The Incredibles. It features a babysitter who is overwhelmed by her responsibilites in caring for an infant that begins to manifest superpowers.
It's an amusing sequence, but it doesn't really work as anything more than a bonus feature in an Incredibles DVD set. Fortunately, that's likely how most people would come across it.
