Better than I expected. A typical biography film. Its main flaw is that the events surrounding Hoover are fascinating, but the man himself simply isn't. It also tries to be a biography of Hoover and a history of the FBI, and both stories suffer from the attempted combination; or, to be more exact, the script (and maybe editing) fails to balance them.
