If you don't compare IT to the novel or the previous movie you have a good jump scare movie. But IT doesn't have what it takes to be as good as the original. Throwing away the some of the backstory (turtle who?) and IT's true form hurts the movie, they probably didn't want to confuse the viewers too much and save some things to get people to watch the (money grab) sequel.
