It forgoes the psychological horror in favor of visual (CGI) scares and the desire to get the audience to "jump." Pennywise has been reduced to a low-rent Freddy Krueger and so the film succeeds solely on the reliability of the child cast, which is entertaining if not for anything other than the fact they were able to put together an foul-mouthed version of the Stranger Things kids.
For a film that emphasizes the fact that it's antagonist feeds on fear, It never seems to concerned with exploring fear beyond the visceral reaction one would have to a creepy clown constantly running at you.
