I didn't find this film inscrutable at all. While plot points, segues and time-sequences are not clear, Lynch makes it clear that these things are not necessary to convey narrative or emotion, or anything else.
Lynch ultimately expands the mainstream viewer's notions of what they will accept as meaningful. He is probably the only really socially-minded director in America, on par with Haneke of Austria.
