This is a terrible movie, but then I'm not a fan of Terantino's work, so if you are, maybe you'll like it. However, as an objective reviewer, it's all style over substance. In a movie, the resounding question is "Is it entertaining?" The answer to that question is no, it is definitely not entertaining.
There are interesting parts, but for the most part, dull, uninteresting, not worth the watch.
