Just a poorly-made movie overall. It can't balance its back-and-forth narrative, it doesn't develop any of the supporting cast and its villain is on screen maybe twice for a 5-minute total and really doesn't do anything that would make you hate it.
Just a strange movie that doesn't give itself a reason for existing.
