It's not smart, or very heavy on plot, but it's corny and fun. A bit too much at times, but it doesn't get too dull. The Ice Cream Man is a neat killer, though there isn't enough going on, and it's often just fun scenes with little plot to feed from.
Still, it's worth the silliness.
