The mother (Medora) creates the dark vibe about the wolves taking her kid and no one will hunt the wolves. It gives this implication that the village is afraid of the wolves. People have been killing wolves for millennia and today pay ridiculous amounts of money to do so.
These wolves being a problem is extremely over-dramatized and a horrible plot line for a thriller.
