Throwaway plot and storyline. There was still some potential here as a troupe of bad guys were introduced ranging from capable to entertaining. Unfortunately, after a couple of good action sequences, the potential was squandered when the super-villain, as it were, dispatches all his henchmen at once to gain their power.

Tragic waste, that.
