Is it the plot preposterous? Yes. Is it completely coherent? Certainly not. But, is it awesome? Oh, Hell yes! The concept, direction, cinematography, and soundtrack make this an instant classic. Victor Kruger (Clancy Brown) possesses the persona of Darth Vader, the creepiness of Mike Meyers, and the ruthlessness of Hannibal Lecter.
He successfully slashed his way to one of cinema's all time baddies, "Now you die!" Sean Connery is in top form and Christopher Lambert is licentiously brooding. This is also one of the few films where the director's cut is actually better than the studio release.
(Oh, but don't bother with the asinine sequels--"There can be only one!").
