Very creepy film showing how a serial killer might lead his life. Rooker is amazing in the lead, though I've always been a fan of him. Towles as Otis, and the girl who was his sister are both good too.
It's more of a human drama than slasher film, which makes it more interesting. It also gets points for filming in Chicago. It is very short though, and doesn't offer really an explanation for his actions, though maybe that's the point.
