After having worked with writer/director Larry Bishop on Kill Bill Vol. 2 (best known for his work as writer/director of the film Mad Dog Time), Bishop had a thriving urge to make a biker movie, and Tarantino being a fan of 1970's biker movies, gave Bishop the total freedom of writing and directing one such biker film.
Tarantino gladly produced the movie.
