After WWIII has left the world sterile, only "Rowdy" Roddy Piper and his sperm can save the day. Piper, whose character's last name is Hell, has to go around and impregnate fertile women.

While on his mission he meets a bunch of mutant frog people and the town they have occupied. Hence the clever title (sarcasm). Very fun B movie.
