Ridiculous and cheesy relic from early in the direct-to-VHS era. This started out as one of the endless series of post-WWIII "ROAD WARRIOR"-rip-offs (a very popular subgenre in the 1980s) but ended becoming a spoof of such films.
Wrestler "Rowdy" Roddy Piper (with massive biceps and an unbelievable mullett) is selected to "impregnate fertile women" by the powers-that-be in the post-Nuke USA. The problem is that renagades have kidnapped a bunch of these women and are holding them in the midst of mutant territory.
Eventually, Piper has to contend with the mutant toads controlling Frogtown. Piper is backed by a cast of b-movie regulars including Rory Calhoun, William Smith, and Sandahl Bergman. Its so dumb its actually not bad, just don't expect THE ROAD WARRIOR.
