Story wise, Heat can be fairly dull at times, but at times can be amazing. Heat is a fairly impressive crime drama and has a great cast to watch. As stated already the story is hit or miss, but the majority of the time is great and all the story arcs flow very well.
Pacino and De Niro share some scenes, but those scenes are easily the most memorable. The remaining cast does a very good job all around, but Pacino, Kilmer, and De Niro are perfect as their respective roles.
The writing and direction is so well done, when talking about crime stories, the phrase Heat like has been coined; which shows how well done it was. Heat has memorable scene and great work from everyone involved, but isn't exactly perfect.
Nevertheless, Heat is well worth the long watch.
