This is a fine horror movie. If this doesn't constitute a good, thoughtful low-ish budget horror movie I don't know what does. Kind of a "ground hogs day" gone horror. It's intelligent, well written, and well acted.
And it relies on these things rather than cheap, grotesque scares or easy-to-go-to formula.
