Hmm ... difficult to rate. Ok, first off, the story alone would get a 2.5 (dead average, basically). Nia Peeples and Morris Chestnut are really cool villains and would earn it an extra star, but another half star is deducted for bad lighting and average acting on Seagal and Ja Rule's side (Ja Rule is forgiven - he's a rapper not an actor).
Seagal, you suck. Plus, I should actually deduct another half star for that extremely bad fake Russian accent ... but the guy is only in there for 10 minutes anyway. So it's ok just to kill time, all in all.
