Not the strongest of plots here or the best of villains. Still, Bond is executing his orders via his skill and ingenuity, not a plethora of convenient gadgets. Making a country's gold supply radioactive to terrorize a rival economy is pretty forward-thinking and unique by the author.
(Consider how much "black gold" is manipulated on the market these days...).
