When abandoning the over-the-top sci-fi stupidity of the first, they also left out the fun. The Rise of Cobra was bad, but at least enjoyably so. The filmmakers here foolishly assume that we already know and like these new characters, and omit any decent character development.
The result is a moderately entertaining mess that you instantly forget.
