The movie as a whole is great.
For all those "whitewashing-phobes" there, No, the Major is not asian, Batou and most of the cast looks very similar to their cartoon character, with the exception of Togusa and The Chief, and I guess that is to just making the look the opposite of how they actually look in the Anime.
Some plot was altered from the original Anime, but the second half is a great very similar with enough plot twits, to make it slightly different.
