The comedy is played up way too much in this installment, which is technically the last official installment of the original Krueger series (New Nightmare technically fits outside the film continuity).
Freddy is in full on clownish buffoon mode, and as a result none of the kills are scary, as they are all played for big old laughs. All these slasher films lost their edge because they all lost touch with what was scary about them in the first place.
..that people could identify with the victims. They stopped bothering to make genuine characters and just relied on the idea that people like to watch anyone die in different ways by some famous movie monster.
This one basically sees a movie that was clearly rewritten several times with many of the major plot elements lost in the jumble in the big picture...making it a mostly unintelligible mess of a film, with some lame kills and way too many silly antics by our supposed villain.
