America, 2017: The population has exploded, leading to a stricked one child per couple policy. Ex-soldiers John and Karen Brennick (Christopher Lambert, pretty one note, and Loryn Locklin, hotty) have broken the law by conceiving a second chil at the death of the first (the first of more then a few plot holes).
Caught trying to flee to Mexico John Brennick is senticed to 30 years in the Fortress, an underground prison owned by the Men-Tel Corporation and run by the ZED-10 Computer System and a sadistic Director (Kurtwood Smith, amazinghe can say some of these lines with a straight face) with a hidden secret.
Can John and Karen escape? Do you really have to ask? This ones a deceint B-Movie from Stuart Gordon, who paints his canvas with gallons of blood, and Jeffrey Combs and Lincoln Kilpatrick give great supporting performances.
Not great but it has its charm.
