A more serious tone to make up for Moonraker, For Your Eyes Only comes off unbalanced. The serious tones are played against the more straining outlandishness of the gadgets and stunts. This exercise in opposite extremes makes it difficult for Moore and Carole Bouquet to develop proper chemistry as she's seriously dead set on revenge, and Bond just seems to be coasting.
There are some effective set pieces (the ski scene is my favourite, as it is in any Bond with a ski scene).
