Never really terrible, just not very funny. It is a comedy without any actual jokes, I could tell when there were supposed to be jokes, but the lines were really confusing and they just shouted them. Shouting a normal (non-funny) line does not make it funny.
Schindler's List had more actual jokes than this film...
